I think that F1 cars actually have clutches, they're just not used for anything other than engaging neutral. At least that's how other sequential gearboxes work.

F1 cars aren't automatic. They have clutches but they're hand operated. They're used for moving from a standstill (i.e. pit stops, start of the race) and used when you suddenly spin out and need to keep the car from stalling.

Also, it's the same with WRC cars. They have a clutch but only for starting the car, and launching the car. Afterwards, they're not used anymore beyond that...
