RSX type S

Gear Ratio Final Drive Engine:Wheel RPM
1st 3.267 x 4.389 14.339
2nd 2.130 x 4.389 9.349
3rd 1.517 x 4.389 6.658
4th 1.147 x 4.389 5.034
5th 0.921 x 4.389 4.042
6th 0.738 x 4.389 3.609

Given P205/55 R16 89V All-Season radials Have a circumference of:
[{(205mm wide * (55% aspect ratio*2) + 16" <406.4mm>} x Pi ] = 1985mm = 1.985 m

Then 4000 rpm in 3rd gear would give you a speed of:

[4000 engine rev/min] * [1 min/ 60 sec] * [1/6.658 wheel rev/ engine rev] * [1.985 m / wheel rev] =

19.876 m/s

Which in mph is:

[19.876 m/s] * [3600 sec/ hr] * [0.000621 mi/ m] =

44.4 mph.

Is that agree with reality?

You messed up the tire diameter, it's 225.5 mm, not 205 (because it's a 55 aspect ratio)

That's 951.6 miles per 60 hours. I forgot that's 4000 revs / minute. Not 4000 revs / second.

no, the math ends up coming out to 44.4 MPH at 4000 RPM in 3rd gear, which is correct.
