If It was me I would take it to a WIDE open area.... or somewhere with LOTS of neons lights... depends on the mood you are trying to achieve.

My problem with this is that without showing too much going on in the reflection, the car just looks metallic/silver instead of chrome.

I think you want take it in open area, and somewhere with come many of lights, Or parking plot is also a best location to shoot chrome car because parking plot all way come lighting on car and come more reflection on chrome car, so looking different.
