pen tool, lots of patterns, tons and tons of skill, and being Russ Schwenkler. Seriously this guy is probably the most talented vehicle artist on Deviantart. He puts out a new piece once or twice a week, which means he's super efficient as well.

the legs were obviously modeled in a 3d program. i mean it's possible to do it in photoshop but that definitely looks like it's from 3DSMax, Maya, Blender, C4D, etc.
Russ only uses Photoshop for his "Vexels" (pixels + vectors) |
